Triangle helps government departments and commissioners take an evidence based approach to policy and commissioning.

Communities and Local Government (CLG) is the central government department with responsibility for housing, local government, urban regeneration, planning and fire and rescue. Triangle played a key role in the CLG’s working group to develop a way of measuring the outcomes of the £17 Billion Supporting People programme. Now for the first time there is national outcomes data for supported housing.

Triangle worked with Rochdale Supporting People team and local providers to develop a shared approach to measuring outcomes. The Rochdale Dial, a version of the Outcomes Star, is now being successfully used in the majority of SP provider agencies in Rochdale and the data shared with the local authority as part of contract management.

We also worked with Lambeth, Southwark and Lewisham Supporting People Teams and eight local providers to identify the key indicators required to monitor contracts. The resulting basket of indicators was adopted by CLG and promoted nationally.

Joy has worked with a number of government departments to review funded organisations. This includes a major review of the Women’s Royal Voluntary Service (WRVS) for the Home Office and reviews of the National Schizophrenia Fellowship, Childline, the National Childrens Bureau, and the National Society for the Prevention of Cruelty to Children (NSPCC) for the Department of Health. She is author of “Reflecting Value: A Guide to Good Practice in Commissioning Reviews of Funded Organisations” and “Partnerships for Progress: Good Practice in the Relationship between Local Government and Voluntary Organisations” published by Policy Press.
